In short

In Poland we have checked 1 RC track, 3 model airfields and 1 water for model boats one by one on the clubs‘ own websites. A guest day ticket costs PLN 100 at the clubs that state a price. EU rules apply to drones and model aircraft. In Poland, since 13/11/2025 you need liability insurance for models from 250 g to 20 kg, and according to the ULC you also register model flights in advance in the DroneTower app.

In Poland, RC car racing is organised by the Komisja Modeli Samochodów RC within the Automobilklub Polski, a member of EFRA since 2022. Model flying is overseen by the Aeroklub Polski with its Komisja Modelarska; many model pilots fly in sections of the regional aeroclubs at their airfields. Drones and model aircraft fall under the Polish Civil Aviation Authority (ULC), and since November 2025 liability insurance has been compulsory for models of 250 g or more.

What are the rules in Poland?

These associations are responsible in Poland:

  • Automobilklub Polski – RC Model Car Commission (Komisja Modeli Samochodów RC, KMS RC): The Komisja Modeli Samochodów RC (RC Model Car Commission) was set up within Automobilklub Polski in 2008; since the Liga Obrony Kraju (LOK) withdrew in February 2022, it has organised competitive RC car racing in Poland and represents Polish modellers internationally – it was unanimously admitted to EFRA in November 2022. It covers 1:10 and 1:8 off-road as well as electric and IC on-road, runs the Polish championships (indoor championship HMP 2026/27 from October 2026) and operates its own licensing portal.
  • Aeroklub Polski – Aeromodelling Commission (Komisja Modelarska): Aeroklub Polski was founded in 1919, is a member of the FAI and describes itself as Poland’s sports association for air sports. Model flying is handled by the Komisja Modelarska (Aeromodelling Commission), an advisory body to the board with a drone sub-commission, and a dedicated portal with sporting rules, competition calendar and licences.

The key points from the law and official pages (retrieved 10/10/2026):

  • According to Poland’s Civil Aviation Authority (ULC, Urząd Lotnictwa Cywilnego), operators in the open category register free of charge at drony.gov.pl if their model or drone has an MTOM of 250 g or more (or can transfer more than 80 J of kinetic energy on impact) or carries a sensor able to capture personal data, such as a camera – toys under Directive 2009/48/EC excepted. In the specific category, registration is required regardless of mass (Urząd Lotnictwa Cywilnego – Informacje ogólne (drony)).
  • For subcategories A1 and A3 you complete an online training course and an online test in the drony.gov.pl system – both free of charge. The test has 40 multiple-choice questions and the pass mark is 75 % correct answers; the pilot qualification is valid for five years (Urząd Lotnictwa Cywilnego – Informacje ogólne (drony)).
  • In Poland the minimum age for remote pilots in the open category is 14. Exceptions: A1 flights with a class C0 drone that is a toy, privately built models with an MTOM under 250 g, and flights under the direct supervision of a competent remote pilot aged at least 14 (Urząd Lotnictwa Cywilnego – Kategoria otwarta).
  • Since 1 January 2024, models without a C class marking may be flown in the open category in subcategory A3 if their take-off mass including fuel and payload is under 25 kg – the pilot may weigh the model before the flight. In A3 the minimum horizontal distance from residential, commercial, industrial or recreational areas is 150 m; after registering, operators display their operator number on every model (Urząd Lotnictwa Cywilnego – Kategoria otwarta).
  • In the open category, the unmanned aircraft must be kept within 120 m of the closest point of the surface of the earth during flight; the only exception is when overflying an obstacle (Article 4(1)(e) of Regulation (EU) 2019/947) (EUR-Lex – Commission Implementing Regulation (EU) 2019/947, Article 4).
  • FPV flights are permitted throughout the open category (A1, A2, A3), under the national standard scenario NSTS-01 and in model aviation clubs or associations holding the relevant authorisation. Because FPV goggles do not satisfy the visual line of sight (VLOS) requirement, a UAS observer who keeps visual contact with the aircraft and warns the pilot of hazards is required in the open category (Urząd Lotnictwa Cywilnego – Informacja dotycząca wykonywania lotów FPV w kategorii otwartej).
  • Since 13 November 2025, operators of models or drones with a take-off mass of 0.25 to 20 kg must hold compulsory third-party liability insurance (OC). The minimum sum insured per event is the złoty equivalent of 50,000 Special Drawing Rights (SDR); the insurance must be in place no later than the day before operations begin (Dz. U. 2025 poz. 1485 – Rozporządzenie w sprawie obowiązkowego ubezpieczenia OC operatora systemu bezzałogowego statku powietrznego).
  • For club flying, the President of ULC grants model aviation clubs and associations, on application, an authorisation under Article 16 of Regulation (EU) 2019/947 (Article 156f of the Polish Aviation Law). The club must itself be registered as an operator; the authorisation covers domestic flights only – recreational and display flights, sport and competitions – and does not exempt members from registering as operators themselves. Without a club authorisation, models are flown in subcategory A3 or in specially designated geographical zones (Urząd Lotnictwa Cywilnego – Wykonywanie operacji w ramach klubu lub stowarzyszenia modelarstwa lotniczego).
  • To obtain the Article 16 authorisation, the club submits to ULC, among other things, its organisational structure, its procedures and management system, an operational risk assessment under Article 11 of Regulation (EU) 2019/947 and proof of liability insurance; processing is subject to an aviation fee of PLN 50 and a decision is normally issued within one month. The club must support its pilots in reaching a minimum level of competence (Urząd Lotnictwa Cywilnego – Warunki uzyskania zezwolenia na operacje w ramach klubu lub stowarzyszenia modelarstwa lotniczego).
  • In Poland, geographical zones for drones are designated by the air navigation services agency PAŻP (Polska Agencja Żeglugi Powietrznej). Before an operation, check airspace availability on DroneMap (dronemap.pansa.pl) – in some cases consent from the manager of the airspace or site is required. According to ULC, every drone flight in Polish airspace should take place only after PAŻP has been notified via the IT system it specifies (Urząd Lotnictwa Cywilnego – Informacje ogólne (drony)).
  • Flights with model aircraft must also be notified in the DroneTower flight notification app (drony.gov.pl/drone-tower) – according to ULC, just like flights with any other unmanned aircraft (Urząd Lotnictwa Cywilnego – Czy loty wykonywane modelami wymagają wykonania zgłoszenia w DroneTower?).
  • An operator may not be registered in more than one Member State. Operators registered in another EU or EFTA country who want to take training in Poland can open an account in the Polish registration system using their operator number from that country; operators from outside the EU and EFTA can register in Poland if they intend to carry out their first operation there (according to ULC this also applies to Iceland and Switzerland) (Urząd Lotnictwa Cywilnego – Informacje ogólne (drony)).

Missing an entry?

This list is still very short: many Polish clubs have no accessible website of their own or only appear on Facebook, and numerous club websites blocked access. So far we have therefore documented only one RC track, three model airfields and one water, and we are adding to the list step by step. Do you know an active club that is missing here? Write to us via the contact page (in German) – we check the tip on the club’s website and add it to the list.

Frequently asked questions

Where can I find an RC track in Poland?

So far this page lists 1 verified track, with surface, classes and guest driver rules. Clubs race in series run by the Komisja Modeli Samochodów RC within the Automobilklub Polski.

Can I fly at a Polish club field as a model pilot from abroad?

At the fields we have checked, guests only fly at the invitation of a member who is responsible for them, and with liability insurance. We have not found in the official sources whether a foreign policy is sufficient for this – it is best to ask the club beforehand.

Do I need to register again in Poland?

No. As an operator you may only be registered in one EU state, usually your country of residence. You attach your operator number to every model.

How high can I fly in Poland?

In the open category no higher than 120 m above ground. You fly models without a C class label in A3 at least 150 m away from residential, commercial, industrial and recreational areas, or in a club with ULC authorisation under its rules.

Is insurance compulsory in Poland?

Yes. Since 13/11/2025 you need liability insurance for models and drones from 0.25 to 20 kg with cover of at least 50,000 special drawing rights per incident; it must be in place no later than the day before the first flight.
