RC tracks 2
Model airfields 0
Boat waters 3
Status October 2026
In short
In Estonia we have checked 2 RC tracks and 3 waters for model boats one by one. Still without current evidence: model airfields. Because few clubs here keep a website of their own with dates, an event in the national federation’s calendar or results also counts as evidence; each profile says where its details come from. EU rules apply to drones and model aircraft; the competent authority is the Estonian Transport Administration (Transpordiamet). Registration and a certificate of competency from another EASA state are also valid in Estonia. Before flying, check the zones on the drone map of the air navigation service provider EANS – and expect GPS interference, especially in the east.
In Estonia, model car and model boat sport come under the umbrella association Eesti Tehnika- ja Spordi Liit (ETSL), which publishes calendars and results; in EFRA, RC cars are represented by the Eesti Automudelispordi Klubi (EAMK), and in NAVIGA, model boats by the Eesti Laevamodellistide Liit (ELML). Our list includes two indoor tracks where the Estonian Championship 1:10 off-road 2025/26 was held – the model hall in Väike-Maarja and the HOBIzone in Saue – and three waters where championship rounds for RC model boats took place in 2026: Lake Viljandi, Kulgu harbour in Narva and the pond in Kõpu with the Baltic Cup.

What are the rules in Estonia?
These associations are responsible in Estonia:
- Eesti Automudelispordi Klubi (EAMK) – Estonian Model Car Sport Club: According to its website, EAMK is a non-profit association that brings model car enthusiasts together and represents them towards international organisations and the state; it is a member of several international model sport bodies, including EFRA. Its sections cover radio-controlled models, speed models and track-guided models.
- Eesti Tehnika- ja Spordi Liit (ETSL) – Estonian Technical and Sport Union: Since 2007 ETSL has been the umbrella organisation for car and boat modellers and radio sportspeople in Estonia and is a member of the Estonian Olympic Committee; through its members EAMK (EFRA, FEMA, ISRA) and ELML (NAVIGA, IMBRA) it is linked to the international federations. It publishes competition calendars and results, including those of the 2025/26 Estonian championship for radio-controlled 1/10 off-road cars.
- Eesti Laevamodellistide Liit (ELML) – Estonian Ship Modellers‘ Union: Founded in 1998, ELML has been a member of the international model ship organisation NAVIGA since 2001 and works in five sections: endurance models, speed and aerobatic models, radio yachts, scale models and static models; youth groups meet in Tallinn, Viljandi and Narva. It publishes the calendar, invitations and results of the Estonian model boat championship, with rounds in Viljandi, Narva, Kõpu and Tallinn among others in 2026.
- Mudellennu Ühendus (MLÜ) – Estonian Model Flying Association: According to the page of the air sports federation ELF, MLÜ aims to promote model flying in Estonia and brings together recreational and competition pilots; it works on the necessary framework such as laws and agreements with other organisations and landowners, and has published its own safety rules. It is part of the Eesti Lennuspordi Föderatsioon (ELF), which represents Estonia in the FAI; model flyers join through a member club and need an FAI model flying licence.
The key points from the law and official pages (retrieved 11/10/2026):
- In Estonia, the authority for drones and model aircraft is the Transport Administration (Transpordiamet). In its online system LOIS (lois.transpordiamet.ee) you register as an operator, apply for your remote pilot certificate and handle other drone procedures; flights in the specific category also go through the Transport Administration – reviewing an operational declaration, for example, costs EUR 30 (Transpordiamet – Droonide lennutamise reeglid).
- As an operator you register in the Transport Administration’s LOIS system if your drone weighs 250 g or more or carries a sensor able to capture personal data (such as a camera) – toys under 250 g are exempt; in the specific category registration is always required. The registration number costs EUR 10 and is valid for one year; if you do not renew it every year (another EUR 10), it becomes invalid. Only the first 16 characters go on the drone, not the 3 secret characters that follow (Transport Administration – Operator registration (Stand 25.11.2024)).
- If your drone weighs 250 g or more and has no C0 class marking, you need a remote pilot certificate. For A1/A3 you apply in LOIS, pay a state fee of EUR 10 and, after self-study, take an online test (40 multiple-choice questions, at least 75 %); for A2 there is an additional supervised exam (30 questions, at least 75 %) at a Transport Administration service office in Tallinn, Tartu, Pärnu or Jõhvi (also EUR 10). Certificates are valid for 5 years, you must carry them when flying, and remote pilots must be at least 16 – except for C0 drones and certain self-built drones under 250 g (Transpordiamet – Kaugpiloodi pädevused).
- The maximum permitted flight altitude is 120 m; lower altitude limits apply in some areas and are shown on the drone map. You may fly up to 15 m above a structure taller than 120 m only with the owner’s explicit permission, and must then stay within 50 m of the structure horizontally (Transport Administration – Flying Drones in Estonia (Stand 01.09.2026)).
- Club flying is governed by Article 16 of Regulation (EU) 2019/947: at the request of a model aircraft club or association, the competent authority may issue an authorisation. According to the Transport Administration, members of a club holding such an authorisation fly according to the club’s procedures; if you are not a club member you can use geographical zones defined by the member states, otherwise the open-category rules apply – subcategory A3 being the appropriate one for model aircraft (Transpordiamet – Levinud küsimused droonide lennutamise uue korra kohta).
- You need third-party liability insurance if the maximum take-off mass (MTOM) of your drone exceeds 20 kg. If you fly on the basis of an operational declaration or operational authorisation (specific category), the Estonian Aviation Act (Lennundusseadus) also requires a valid liability insurance agreement covering third-party claims (Transport Administration – Frequently asked questions (Stand 18.11.2025)).
- If you are registered as an operator, or obtained your remote pilot certificate, in another EASA country (the EU plus Iceland, Liechtenstein, Norway and Switzerland), you may use it to fly in Estonia too – no exam in Estonia is needed. You register in the country where you live, and in only one; the Transport Administration recommends checking for national specifics (Transport Administration – Flying Drones in Estonia (Stand 01.09.2026)).
- In the open category you do not need to coordinate your flights with the Transport Administration, but you must observe the designated geographical zones, where permission may be required or altitudes limited; check the map application when planning and again just before the flight. In the zones of Ämari air base you need permission from the Defence Forces (Kaitsevägi; EEGZ19 at any height, EEGZ20 above 30 m, EEGZ21 above 60 m), and in zones set for security, internal security or environmental protection you need permission from the respective zone holder (Transpordiamet – Geograafilised alad).
- The applicable rules and zones are shown on the drone map of the air navigation service provider EANS (utm.eans.ee), also available as an Apple and Android app; it is also used to coordinate flights in the Tallinn area with air traffic services. According to EANS, NOTAMs are mandatory for drone flights in the open category too and are shown on the map up to at least 1,000 ft; where take-off clearance is required – for example at the helipads in the Tallinn area – you request it in the app and may only take off once cleared (EANS – Mehitamata lennundus).
- Note: GPS interference occurs in Estonia, especially along the eastern border, and can cause you to lose control of your drone. If your drone loses its link and flies uncontrolled in the Tallinn or Ämari zones, you must inform air traffic control immediately (EANS – Mehitamata lennundus).

Missing an entry?
Our list for Estonia is still thin and is based on the results lists and calendars of the associations ETSL and ELML, because most clubs do not maintain a website of their own with dates. We have not yet found a model flying field: no calendar was available from the model flying association MLÜ. The off-road track in Rakvere is also still missing, because its website does not list any current dates. Do you know an active club with its own website that is missing here? Write to us via the contact page (in German) – we check the tip on the club’s website and add it to the list.
Frequently asked questions
Where can I drive RC cars in Estonia?
The Estonian Championship 1:10 off-road (electric) is held indoors in winter, in 2025/26 including at the model hall in Väike-Maarja and at the HOBIzone in Saue; there is also the youth series 1:18 Juunior-Liiga. The associations do not state any guest rules – ask the club before a visit.

In 2026, the Estonian Championship in model boat sport was held on Lake Viljandi, at Kulgu harbour in Narva and at the pond in Kõpu, among other places; the Baltic Cup for model powerboats also took place in Kõpu. In Viljandi, taking part in 2026 cost €25 for adults for the whole event and €5 for juniors.
Is my drone registration valid in Estonia?
Yes: if you are registered as an operator in another EASA state or obtained your certificate of competency there, you may also fly with it in Estonia – a test in Estonia is not necessary.
Do I need insurance in Estonia?
You need third-party liability insurance if your drone has a maximum take-off mass of more than 20 kg, and for flights in the specific category.
What do I need to watch out for when flying in Estonia?
Check the drone map of the air navigation service provider EANS when planning and immediately before the flight; NOTAMs also apply in the open category. GPS interference occurs especially near the eastern border – if your drone loses its connection in the zones around Tallinn or Ämari, inform air traffic control immediately.
