In short
In Lithuania we have checked 1 model airfield and 1 water for model boats one by one on the clubs‘ own websites; an RC track with current evidence on a club’s own website is still missing. EU rules apply to drones and model aircraft; you only need to register in your country of residence – according to the Transporto kompetencijų agentūra (TKA), the Lithuanian transport competence agency, a registration from another EU country is also valid in Lithuania. Before flying, check the geozones on the drone map of the air navigation service provider; the border zone with Belarus and Russia is off-limits without prior coordination.
In Lithuania, model flying is represented by the Lietuvos aviamodelių sporto federacija (LASF), the Lithuanian model aircraft sport federation, which has announced the “Žemaitijos taurė” and free flight World Cup rounds, among others, for 2026; model boating is represented by the LLMSF, the Lithuanian model boat sport federation, whose pupils‘ championship takes place in Bubiai in 2026 and whose open championship takes place in Batniava. The Lithuanian off-road championship for RC cars is organised by the Asociacija “RC-CARS” – in 2025 including at the RC Rokiškis track. So far, our list includes the aero club in Biržai, which hosts competitions for F3K and F5J gliders at its airfield, and the pool of the pupils‘ centre in Klaipėda, where model boat competitions take place regularly, also with guests from Latvia.

- Field: The aero club’s airfield with glider and powered aircraft operations; on site a hostel (12 rooms) and two cabins, tents and caravans possible on the grounds.
- Guests: At the “Biržų taurė 2025” competition, Lithuanian and foreign pilots were admitted: online registration until 12:00 on the day before, entry fee €10, scoring according to FAI rules, each participant is personally liable for safety and damage; camping at the airfield by arrangement with the organiser.
- Dates: Model flying competition “Biržų taurė 2025” at the airfield: F3K on 23/08/2025, F5J on 24/08/2025 (registration deadline 22/08/2025).
- Good to know: Full-size aero club (founded 1968) with its own model flying section; gliding championships are also held at the airfield, e.g. from 31/07/2026 to 09/08/2026.

What are the rules in Lithuania?
These associations are responsible in Lithuania:
- Asociacija „RC-CARS“ (RC-CARS association): Asociacija „RC-CARS“ organises the Lithuanian championship for radio-controlled off-road model cars and approved its rules – with the classes 1/8 E-Buggy, 1/8 Open, 1/5–1/6 Petrol and 1/10 E-Open, based in part on EFRA rules. In 2025 it invited drivers to the first championship round (26 April 2025) and to the Baltic Cup (15–17 August 2025) at the RC Rokiškis off-road track.
- Lietuvos aviamodelių sporto federacija (LASF) – Lithuanian Aeromodelling Sport Federation: LASF is Lithuania’s aeromodelling sport federation, with sections for free flight, control line, radio control, space and indoor models, and drones; only individual members and members of its member clubs can join the national teams and obtain or renew FAI sporting licences through it. Clubs pay an entry fee and an annual fee of EUR 100 each, individuals EUR 20 each; in 2026 it announced, among other things, the ‘Žemaitijos taurė 2026’ and Free Flight World Cup rounds in Lithuania.
- Lithuanian Model Boats Sport Federation (Lietuvos laivų modelių sporto federacija, LLMSF): LLMSF has been active since 22 March 2002 and aims to popularise and develop ship model sport in Lithuania and to get young people involved; it organises competitions in combustion, electric and school classes and is a member of IMBRA, the worldwide model ship organisation. Its 2026 calendar lists the open Lithuanian schools championship in Bubiai (11 April), the LLMSF Cup (23 May) and the open Lithuanian championship (5–6 September) in Batniava.
The key points from the law and official pages (retrieved 11/10/2026):
- In Lithuania, the main body for drones and model aircraft is the Transport Competence Agency (Transporto kompetencijų agentūra, TKA), a public institution: you register with it, take your exams there and apply to it for authorisations for flights outside the open category. The Lithuanian Transport Safety Administration (Lietuvos transporto saugos administracija, LTSA) carries out drone market surveillance and sets the UAS geographical zones (Lietuvos transporto saugos administracija – Bepiločiai orlaiviai).
- As an operator you register once in the TKA online system – required if your drone has a camera or weighs 250 g or more, regardless of how many drones you own; both natural and legal persons can register. The operator registration certificate costs EUR 11, and the registration number must be readable without optical aids from at least 2 m (Transporto kompetencijų agentūra – Bendra informacija).
- For subcategories A1 and A3, an online theory course and an online exam in the TKA system are enough; both are free, while the certificate costs EUR 11 and is valid for 5 years. For A2 you additionally complete self-study practical training and an extra theory exam in the TKA exam room (EUR 18); the A2 certificate is also valid for 5 years. Remote pilots must be at least 16 years old (Transporto kompetencijų agentūra – Bendra informacija).
- In the open category, the unmanned aircraft must be kept within 120 m of the closest point of the surface of the earth during flight; the only exception is when overflying an obstacle (Article 4(1)(e) of Regulation (EU) 2019/947). According to TKA, higher flights fall into the specific category (EUR-Lex – Commission Implementing Regulation (EU) 2019/947, Article 4).
- Club flying is governed by Article 16 of Regulation (EU) 2019/947: at the request of a model aircraft club or association, the competent authority may issue an operational authorisation. In Lithuania, TKA adopted its own procedure for this on 16 September 2024 (No. 2-123, in force since 18 September 2024); according to TKA, some requirements of the regulation may not apply or may be relaxed when flying in such a club (e-TAR – TKA įsakymas Nr. 2-123 dėl Leidimo išdavimo vykdyti skrydžius naudojant bepiločių orlaivių sistemas aviamodeliavimo klube ar asociacijoje tvarkos aprašo patvirtinimo).
- According to TKA, in Lithuania you must insure your drone if its maximum take-off mass including payload exceeds 20 kg. TKA points out that each EU country may apply additional national requirements, so insurance rules may differ in other countries (Transporto kompetencijų agentūra – Dažniausiai užduodami klausimai).
- You register in the EU member state where you live (Article 14(6) of Regulation (EU) 2019/947). According to TKA, an operator registration issued in another EU country is valid in Lithuania, and certificates issued by the competent authority of a member state or by bodies it has recognised are valid and recognised in all member states (Transporto kompetencijų agentūra – Dažniausiai užduodami klausimai).
- If you want to fly in controlled airspace above the vertical limits of the UAS geographical zones or in airport zones, you submit a request via the UTM system of the air navigation service provider Oro navigacija (utm.ans.lt) by 12:00 local time on the last working day before the flight; on the day of the flight you request take-off clearance there at least 10 minutes before take-off and may only fly after final clearance. Outside restricted zones and controlled airspace, registering a flight is currently not mandatory; the zones are also shown in the ‘Lithuania Drone Map’ app (VĮ Oro navigacija – Bepiločiai orlaiviai (dronai)).
- Along the borders with Belarus and Russia there is a border zone extending 4 nautical miles (about 7.4 km) into Lithuanian territory; flights there without prior coordination are strictly prohibited. Permissions are governed by the Lithuanian procedure for issuing permits for civil aircraft flights in the border zone (Transporto kompetencijų agentūra – Dažniausiai užduodami klausimai).
- Since 1 June 2023, the LTSA has set the UAS geographical zones: there are prohibited zones where all drone flights are in principle banned, restricted zones, special-activity zones and U-space zones; no prohibited zones are set over private land. Its ‘no-fly and geographical zones map’ leads to the Oro navigacija drone map (utm.ans.lt/avm), where you check before flying what applies at your location (Lietuvos transporto saugos administracija – UAS geografinės zonos).

Our list for Lithuania is still very thin: we have not found an RC track with up-to-date evidence on a website of its own – the off-road track RC Rokiškis in Miegonys describes its layouts on its own site but does not list any dates there, and the 2026 championship rounds in Sudervė and Rokiškis are only listed on the association’s website. So far we only have a model flying field in Biržai and only one water, in Klaipėda. Most Lithuanian clubs publish information on Facebook, and several club websites blocked access. Frequently asked questions
Where can I drive RC cars in Lithuania?
We have not yet found a track with up-to-date evidence on a website of its own. The off-road track RC Rokiškis in Miegonys describes its layouts online – off-road and a separate track for 1:5 – but does not list any dates there; the rounds of the Lithuanian off-road championship are published by the Asociacija “RC-CARS”. Before a visit, it is best to ask there.
Can I fly at a Lithuanian model flying field as a guest?
At the aero club in Biržai, you could take part in the “Biržų taurė” competition in 2025 – foreign pilots were also admitted, with online registration and a €10 entry fee. The club does not state any fixed guest rules for normal flying days; ask beforehand.
Do I need to register again in Lithuania?
No: you register in the EU country where you live, and according to the Lithuanian authority TKA, this registration is also valid in Lithuania. Certificates issued by the competent authority of another EU member state are also recognised.
Do I need insurance in Lithuania?
According to the TKA, insurance is compulsory if your drone including payload has a take-off mass of more than 20 kg. The TKA points out that each EU country may impose additional national requirements – so check beforehand whether your model flying liability insurance is valid in Lithuania.
Where am I not allowed to fly in Lithuania?
In the prohibited zones set by the Lietuvos transporto saugos administracija (LTSA), the Lithuanian transport safety administration, and without prior coordination in the border zone with Belarus and Russia, which extends about 7.4 km inland. For flights in controlled airspace above the geozones or in airport zones, you submit the request via the UTM system of the air navigation service provider Oro navigacija by 12:00 on the last working day before. The app “Lithuania Drone Map” shows you the zones.
