In short
In Hungary we have checked 1 RC track, 1 model airfield and 3 waters for model boats one by one on the clubs‘ own websites. Hungary requires more than the EU rules: the aviation authority registers not only you as the operator but also every single aircraft, including model aircraft, and before every take-off you check the flight in MyDroneSpace, the app of the air navigation service provider HungaroControl. Liability insurance is compulsory from 250 g.
In Hungary, the Magyar Modellező Szövetség (MMSZ) brings all disciplines together: RC cars race under the EFRA rules, model ships under the NAVIGA rules, and model aircraft have their own divisional regulations, from aerobatics to electric gliders. Most Hungarian clubs only provide information via Facebook or their profile on the federation website; so far we have found only a few with their own website and recent evidence of activity – including the club in Pécs with an asphalt and off-road track, the field for electric gliders in Kiskunfélegyháza and three waters for model ships and RC sailing. Important for visitors: Hungary has strict additional national rules for drones and model aircraft.

- Guests: Only club members may use the tracks, children under 12 only under parental supervision. You can become a member from the age of 8 (under 18 with parental consent) by submitting a registration form and introducing yourself in person at the board meeting, which is usually held monthly; admission fee HUF 50,000, annual fee HUF 25,000 (young people and pensioners HUF 12,000), including MMSZ membership and a competition licence valid nationwide (as of 30/04/2025).
- Dates: Rounds of the on-road national championship in Pécs on 07–08/06/2025 and 09–10/08/2025 (practice on Saturdays, races on Sundays); resurfacing of the on-road track completed (post of 14/10/2025); off-road post of 11/08/2026 and report of 26/09/2026 on a national championship title won by a club member in the 1/8 Junior Buggy class
- Good to know: There is no provision for guest drivers; admission for spectators is free at races on the club grounds.

- Guests: Winter regattas (Téli Kupa, classes F5-E and IOM) on the second Sunday of each month from 11:00 to 15:00, no entry fee; registration by e-mail as stated in the notice of race.

- Good to know: Founded after the change of regime, the club combines car, aircraft and ship modelling and is the centre of local competitions and demonstrations in Orosháza.

Scale boats
- Water: Private ponds used as competition waters; start area about 30 m from the gate, car access for unloading only. On competition day mobile toilets, tents and thatched seating areas, power for charging batteries, hot lunch on site; a 15 cm high rigid foam barrier along the bank.
- Propulsion: Steam models in a separate scoring class (FDS).
- Guests: At the Hegyeskő Kupa anyone with a model that complies with the rules may compete, even without MMSZ membership; for the national championship, the result only counts with valid MMSZ membership for 2026. Entry fee HUF 1,500 with advance registration (youth HUF 800), HUF 2,500 on site; advance registration by e-mail by 11/08/2026, stating the frequency band of your transmitter. Technical inspection in the classes F2-A/B/C and F4-B/C, bring your build documentation.
- Dates: 15/08/2026: III. Hegyeskő Kupa in Tokod (round of the NAVIGA national championship; classes F2-A/B/C, F4-A/B/C, FDS, youth, women); 16/08/2025: Hegyeskő Kupa in Tokod.
- Good to know: The Budapest-based club publishes the nationwide NAVIGA competition calendar including invitations on its website and meets on the third Monday of every month.

What are the rules in Hungary?
These associations are responsible in Hungary:
- Magyar Modellező Szövetség (MMSZ) – RC autó section (RC cars): According to its website, MMSZ coordinates work in the aircraft, ship and car modelling sections and organises competitions. Its RC car section (RC autó szakág) runs races in categories based on the EFRA rules – from 1:10 and 1:8 on-road and off-road to large scale – according to its section rules, and its tasks include taking part in the work of EFRA.
- Magyar Modellező Szövetség (MMSZ) – model aircraft sections: According to its website, MMSZ coordinates work in the aircraft, ship and car modelling sections, organises competitions and supports recreational modelling; its members compete in almost a hundred categories. For model aircraft it has its own section rules, including for RC aerobatics, electric RC gliders (F5J), control line, free flight (F1A/F1H), indoor flying and vintage models.
- Magyar Modellező Szövetség (MMSZ) – ship model sections: MMSZ has its own sections for ship models – scale models (NS), sailing models and iMBRA FSR racing boats. According to its rules, the NS section brings together the competitors in its discipline, runs international competitions under the NAVIGA rules, aims to take an active part in NAVIGA committees, and sends the top three of the national championship ranking to European and World Championships.
The key points from the law and official pages (retrieved 11/10/2026):
- Registration is handled by the Hungarian aviation authority – the Légügyi Felügyeleti Hatósági Főosztály (Aviation Supervisory Authority Department), whose pages are on the portal of the Közlekedési Hatóság (Transport Authority). It registers not only operators but also every individual aircraft – according to HungaroControl regardless of weight and including radio-controlled model aircraft: apart from toy drones, an unmanned aircraft system may use Hungarian airspace only once the authority has registered it, and registration must be applied for at least ten days before the first flight (Section 17 of Act XCVII of 1995 on Air Transport) (Nemzeti Jogszabálytár – 1995. évi XCVII. törvény a légiközlekedésről).
- Private individuals apply electronically via e-Papír with Ügyfélkapu (epapir.gov.hu), by post or in person in Vecsés (Lincoln út 1., Quadrum office building); applicants under 18 need the consent of their legal representative. Registration costs HUF 2,000 for the operator and HUF 2,000 per aircraft, and a certificate of registration costs HUF 4,090; each person receives exactly one operator number, which must be displayed clearly on the aircraft together with the UAS registration number, and changes must be reported within 15 days (Közlekedési Hatóság – Pilóta nélküli légijármű-rendszerek (UAS) nyilvántartásával kapcsolatos ügyintézés).
- In Hungary, the theory examinations for the open category – A1/A3 under UAS.OPEN.020(4)(b) and A2 under UAS.OPEN.030(2)(c) – are organised and conducted by KAV Közlekedési Alkalmassági és Vizsgaközpont (transport aptitude and examination centre); the fee equals that of the computer-based theory test for drivers (Section 4 of Ministerial Decree 6/2021 ITM). According to the ministry’s training and examination requirements (in force from 14 October 2025), basic training comprises at least 10 hours of instruction or certified e-learning and ends with a computer test – 40 questions in 40 minutes, pass mark 30 points – in an examination room approved by the transport authority; the additional A2 test has 30 questions in 30 minutes, pass mark 23 points (Nemzeti Jogszabálytár – 6/2021. (II. 5.) ITM rendelet).
- As a general rule, drones in Hungary may be flown up to a height of 120 m above the ground – except in the Budapest CTR (control zone of Budapest airport) and for specific operations. In the Budapest CTR, general UAS operations are allowed only outside the LHBP No Drone Zone and, without the permission of the competent ATS unit, only up to 40 m above the ground (HungaroControl – AIP for HUNGARY (section ENR-1.1) valid from 14 MAY 2026).
- Before every take-off and continuously during the flight, the remote pilot must check via the website and app of the air navigation service provider HungaroControl (MyDroneSpace, mydronespace.hu) that flying over the area is not prohibited – after entering identification data, by marking the affected area there; a fee may be charged for its use (Section 4/C(1) and 8/C(1) of Government Decree 4/1998). According to HungaroControl, outside populated areas and outside ad hoc airspace you may fly only with the help of the app, and since 31 July 2021 flights in ad hoc airspace (eseti légtér) must also be marked in it (Nemzeti Jogszabálytár – 4/1998. (I. 16.) Korm. rendelet a magyar légtér igénybevételéről).
- To use MyDroneSpace you create a user account with identity verification: HungaroControl processes, among other things, your name, place and date of birth, home address, email and mobile number, an image of your identity document or passport data page and your pilot qualification number – as a legal obligation under Section 61/A(8)–(9) of the Air Transport Act. The account is valid for 365 + 30 days; if you do not renew it every year it is locked and then deleted, the data are kept until 60 days after the account expires and may be passed on to, among others, law enforcement, national security and investigating authorities (HungaroControl – MyDroneSpace, Adatkezelés).
- Over populated areas (lakott terület) you may fly – except with toy drones – only within specially designated ad hoc airspace (eseti légtér) (Section 5(3) of the Air Transport Act). It must be applied for at least 30 days in advance, exclusively via the electronic form of the military aviation authority (HM ÁLF), with an upper limit of no more than 120 m above the ground for UAS, and activated with the Budapest ATS Központ at least 30 minutes before the flight; the app does not show populated areas (HungaroControl – MyDroneSpace, Eseti légtér kisokos).
- UAS operations are prohibited, among other places, in the No Drone Zones of the Budapest CTR and the Szolnok, Pápa and Kecskemét control zones, within 2 km of aerodromes without an ATZ and within 750 m of rescue helicopter landing sites – there only with the consent of the aerodrome operator, which must be attached to a notification to the aviation authority no later than two days in advance – and above a 300 m radius around prominent national memorial sites, facilities of particular importance to the state, and critical or defence- and security-relevant infrastructure (Section 4/A of Government Decree 4/1998) (Nemzeti Jogszabálytár – 4/1998. (I. 16.) Korm. rendelet a magyar légtér igénybevételéről).
- Liability insurance is required if your UAS has a take-off mass of 250 g or more or if you fly commercially; it must already be in place when you register as an operator. For non-commercial drones under 20 kg, Government Decree 39/2001 sets minimum cover – from 0.25 to 4 kg HUF 3,000,000 per insured event and HUF 6,000,000 per insurance period, above 4 kg and below 20 kg HUF 5,000,000 and HUF 10,000,000 respectively – while above that and for commercial use Regulation (EC) No 785/2004 applies; the policy must be taken out with an insurer authorised to carry on insurance business in Hungary (Közlekedési Hatóság – Pilóta nélküli légijármű-rendszerek (UAS) nyilvántartásával kapcsolatos ügyintézés).
- If you live in an EU member state, you register as an operator with the aviation authority of that state; operators from third countries register in the EU member state where they first operate. However, the Hungarian Air Transport Act allows only registered UAS to use Hungarian airspace (Section 17(2)) – before flying in Hungary, check with the authority whether this also applies to your aircraft registered abroad (Közlekedési Hatóság – Pilóta nélküli légijármű-rendszerek (UAS) nyilvántartásával kapcsolatos ügyintézés).
- For model flying in clubs and associations, the Hungarian Air Transport Act provides for separate authorisations by the aviation authority for UAS operations within model aircraft clubs or associations under Regulation (EU) 2019/947 (Article 16); the authority decides on granting and amending them within 90 days (Section 3(2b)(r) of Act XCVII of 1995) (Nemzeti Jogszabálytár – 1995. évi XCVII. törvény a légiközlekedésről).

Where can I find an RC track in Hungary?
So far we have verified one track: the Pécsi Ércbányász Modellező Klub with asphalt on-road and off-road tracks, which, however, only club members may use. You can find further clubs and races via the federation MMSZ, whose RC car division organises races under EFRA rules.
Do I have to register my model in Hungary?
Under its Aviation Act, Hungary only admits registered aircraft to its airspace, and the Hungarian authority also registers model aircraft individually. If you live in another EU country, you register as an operator there; check beforehand with the Hungarian aviation authority whether your aircraft registered abroad may then also fly in Hungary.
What is MyDroneSpace?
The website and app of the Hungarian air navigation service provider HungaroControl: before every take-off and throughout the entire flight, you check there whether flying is permitted over the area. For the account you need an identity verification with a picture of your ID, and you have to renew it every year.
How high can I fly in Hungary?
As a rule, no higher than 120 m above ground. In the control zone of Budapest Airport, you may only fly without permission outside the No Drone Zone and no higher than 40 m. Over populated areas you may only fly in a specially requested ad hoc airspace, which you apply for at least 30 days in advance.
Do I need insurance in Hungary?
Yes, liability insurance is compulsory from 250 g take-off mass, and it must already be in place at registration. For privately used models under 20 kg, minimum cover starts at HUF 3 million per claim.
