RC tracks 9
Model airfields 15
Boat waters 2
Status October 2026
In short
In Italy we have checked 9 RC tracks, 15 model airfields and 2 waters for model boats one by one on the clubs‘ own websites. A guest day ticket costs €15 to €20 at the clubs that state a price. EU rules apply to drones and model aircraft, and your registration from your country of residence is also valid in Italy. Unlike in many countries, however, you need liability insurance there for every flight, and you check the geographical zones on the D-Flight map beforehand.
In Italy, RC car racing is run under the umbrella of AMSCI, the Italian member of EFRA; some tracks only let guests drive with a membership card including insurance, for example from AMSCI, UISP or ASI. Many clubs are organised as amateur sports associations (A.S.D.). For model flying, the Aero Club d’Italia is the air sports federation recognised by CONI; you fly in the open category under the A3 rules or in a club authorised by the Italian Civil Aviation Authority (ENAC) under Art. 16. An Italian peculiarity: without liability insurance you may not operate any drone or model aircraft.

What are the rules in Italy?
These associations are responsible in Italy:
- Auto Model Sport Club Italiano (AMSCI): According to EFRA, the European federation for radio-controlled model car racing, AMSCI (Auto Model Sport Club Italiano) is its member federation for Italy; EFRA describes it as the Italian RC federation.
- Aero Club d’Italia (AeCI): Aero Club d’Italia is a public-law body, the national sports federation for air sports recognised by the Italian Olympic Committee CONI and a member of the FAI. It publishes technical regulations and rules for model flying schools, and its national sports calendar lists more than 40 model aircraft competitions for 2026 in classes F1 to F9U, organised by affiliated aero clubs.
The key points from the law and official pages (retrieved 10/10/2026):
- The competent authority for drones and model aircraft is the Italian Civil Aviation Authority ENAC (Ente Nazionale per l’Aviazione Civile). Implementing Regulation (EU) 2019/947 has applied since 31 December 2020; matters that remain national are laid down in ENAC’s UAS-IT Regulation (ENAC – Sicurezza aerea).
- For the open category, ENAC lists four requirements: registration as an operator on the D-Flight portal, a remote pilot certificate (Attestato del pilota), third-party liability insurance and checking the geographical zones where flying is allowed or prohibited; you must clearly display your operator number on the drone. Below 250 g without audio or video recording you do not need to register; below 250 g with a camera you need no pilot certificate, but registration, insurance and the zone check remain mandatory. For toys under EU Toy Safety Directive 2009/48/EC none of the four requirements applies (ENAC – Requisiti generali per operare nella categoria aperta).
- UAS operator registration and the European QR code are included in D-Flight’s Base subscription, which costs €7 per year including VAT; one base QR code for a UAS is also included when the subscription is first activated (d-flight – Tariffe (English)).
- You obtain the A1/A3 certificate from ENAC: after the online course you take a test on the ‚Servizi WEB‘ platform with 40 multiple-choice questions in 60 minutes and pass with at least 60 of 80 points (75 %). The fee is €31 for up to four attempts and the certificate is valid for 5 years; minors register with copies of their own ID and that of a parent or guardian (ENAC – Come si diventa Pilota UAS (drone) OPEN A1/A3).
- In the open category you may never fly higher than 120 m above the closest point of the earth’s surface and must keep the drone in constant view without the aid of instruments. Drones over 25 kg are not allowed, nor are flights over assemblies of people; you may not carry dangerous goods or drop anything (ENAC – Limitazioni in categoria aperta).
- Italy requires third-party liability insurance: you may not operate a UAS without a valid policy, and the cover must be at least the minimum amounts in the table in Article 7 of Regulation (EC) No 785/2004 – Article 27 of the UAS-IT Regulation sets no weight threshold. Model aircraft associations recognised under Article 16 may use collective policies covering training, events and competitions (ENAC – Regolamento UAS-IT, Edizione 1, art. 27).
- In Italy, model flying is allowed in two ways: in the open category under the rules of subcategory A3 (supplemented by the UAS-IT Regulation), or as a member of a club or association authorised by ENAC under Article 16 of Regulation (EU) 2019/947 – in that case certain responsibilities lie with the club, which is subject to ENAC oversight. To be authorised, a club needs among other things legal personality and sports recognition (otherwise it can join an authorised club as a secondary base); the authorisation costs €353 plus €112 for each base beyond the second and €2 stamp duty (ENAC – Attività aeromodellistica).
- Before every flight you check your area of operation on the maps of the D-Flight portal, which show the UAS geographical zones; depending on its colour, a zone starts at a different height. In geographical zones established for safety reasons, flying in the open category is prohibited (ENAC – Voli con droni (UAS): limitazioni e riserve dello spazio aereo).
- An operator registration is valid in all EU countries and in Switzerland, and therefore also in Italy. If you live in the EU, you register with the civil aviation authority of your country of residence; operators from non-EU countries (including the United Kingdom) register in the first EU country they intend to visit. Your operator number must be clearly displayed on the drone (ENAC – Operatori esteri).
- Pilot certificates issued by an authority of an EASA Member State are automatically recognised in Italy; certificates from countries outside EASA are not. If you want to obtain a higher-level certificate in Italy, you first submit your foreign certificate via the ENAC portal (service ‚Comunicazione attestato estero‘) (ENAC – Riconoscimento degli attestati UAS conseguiti all’estero).
- With an A1/A3 or A2 certificate from another EU or EASA country you may also fly in Italy. However, you need liability insurance and must check on D-Flight before flying whether the area is open to the open category (ENAC – Are you a pilot holding EU certificate issued by another EU member state or EASA country i.a.w. UE reg. 2019/947?).

Missing an entry?
For the Aosta Valley, Liguria, Marche, Abruzzo, Molise, Campania, Basilicata, Calabria, Sicily and Sardinia we have not yet found a club with current evidence on its own website, and for model boats only two clubs are on the list so far. Many Italian clubs only appear on Facebook, and numerous club websites could not be accessed. Do you know an active club that is missing here? Write to us via the contact page (in German) – we check the tip on the club’s website and add it to the list.
Frequently asked questions
Where can I find an RC track in Italy?
This page lists 9 verified tracks in 7 regions, with surface, classes and guest driver rules. Many tracks require guests to buy a day ticket and often a membership card with insurance, for example from AMSCI, UISP or ASI.
Can I fly at an Italian club field as a model pilot from abroad?
Usually yes, by arrangement with the club and often only accompanied by a member. Clubs generally require liability insurance, an EU A1/A3 certificate and your operator number on the model. According to ENAC, you always need liability insurance in Italy, even with a certificate from another EU state.
Do I need to register again in Italy?
No. An operator registration from an EU country is also valid in Italy, and Italy automatically recognises certificates of competency from EASA states. You attach your operator number to the model.
How high can I fly in Italy?
In the open category no higher than 120 m above ground and only with constant visual contact. If you fly in a club authorised by ENAC under Art. 16, you follow its rules.
Is insurance compulsory in Italy?
Yes. Without valid liability insurance you may not operate any drone or model aircraft in Italy; the Regolamento UAS-IT does not specify a weight limit. This also applies to guests with a certificate of competency from another EU state.
