In short
In Norway we have checked 8 RC tracks, 11 model airfields and 2 waters for model boats one by one on the clubs‘ own websites. A guest day ticket costs NOK 50 to 130 at the clubs that state a price. Norway applies the EU drone rules through the EEA Agreement; if you are already registered in an EASA state, you do not need to register again in Norway. For models from 250 g, Norway requires liability insurance covering at least 750,000 Special Drawing Rights, and before you fly with a camera, you register the sensor use with the security authority NSM.
In Norway, RC car racing is organised as a separate branch, “Radiostyrt Motorsport”, within the Norges Motorsportforbund (NMF), which runs the Norgescup and the Norwegian championships in 2026. Model flying is looked after by the Norges Luftsportforbund (NLF): its model flying handbook is approved under Art. 16 by the aviation authority Luftfartstilsynet, and all model flying members have liability insurance through the federation. Norway is not an EU member, but applies the EU drone rules through the EEA Agreement. Several clubs on our list drive or fly indoors in winter, and you often pay the track fee via Vipps.

The EU rules for the open and specific categories therefore apply in Norway too (Regjeringen.no – Implementeringsforordning om luftfartsoperasjoner med ubemannede luftfartøyer).
- The competent authority is Luftfartstilsynet (CAA Norway). Almost everyone who flies a drone must register as a drone operator at flydrone.no. The only exceptions are drones under 250 g without a camera and drones CE-marked as toys. If your drone weighs under 250 g and has a camera, you must register but need no course or exam. You mark your operator number on the outside of every drone, legible when it is on the ground (Luftfartstilsynet – Droneregler).
- As a private individual you pay an annual fee of NOK 230 for registration as a drone operator. Organisations pay NOK 1,500 a year. You log in to flydrone.no via ID-porten (Luftfartstilsynet – Registrering som droneoperatør).
- For subcategories A1 and A3 you need a certificate of competency from the online course and exam at flydrone.no. For A2 you also complete the A2 online course at flydrone.no, take the theory exam at a traffic station of the Norwegian Public Roads Administration, do practical self-training and submit a self-declaration. Certificates are valid for 5 years. You must be at least 16; self-built drones under 250 g flying slower than 19 m/s and C0 toys are exempt. If you are younger and have passed the course and exam, you may fly under the supervision of a person aged 16 or over who holds a certificate (Luftfartstilsynet – Droneregler).
- In the open category you always fly within visual line of sight (VLOS), no more than 120 m from the nearest point on the ground, and never over crowds (Luftfartstilsynet – Droneregler).
- In Norway all aircraft under 500 kg, including drones and model aircraft, must have third-party liability insurance of at least 750,000 Special Drawing Rights (SDR). Drones under 250 g including payload flown in the open category and drones CE-marked as toys are exempt (CAA Norway – Liability insurance).
- You must not fly over or near airports, nature reserves and national parks, military areas, gas terminals, prisons, embassies, oil platforms or places where emergency services are operating. The whole of central Oslo is the restricted area R-102: you need special permission there, normally for no more than 31 days. In sensor-ban areas (map by the Norwegian National Security Authority, NSM) you may not photograph, film or use other sensors from the air (Luftfartstilsynet – Droneregler).
- In Norway you fly model aircraft either in the open category or under a model flying club with a safety system approved by Luftfartstilsynet; currently only Norges Luftsportforbund (NLF) has such a system. In the open category you register yourself at flydrone.no and take the required courses and exams. If you fly under NLF you do not need to register yourself, because members of the NLF model flying section are transferred to flydrone.no automatically once their membership fee is paid. Instead of the flydrone.no courses, the training requirements of the safety system then apply. Either way you mark your model with your operator number (Luftfartstilsynet – Droneregler).
- By decision of 15 February 2023, Luftfartstilsynet approved NLF’s safety system for model flying, the Model Flying Handbook (Modellflyhåndboka), under Article 16(1) and (2)(a) of Regulation (EU) 2019/947, valid until 1 January 2027. Within this framework the handbook regulates deviations from the open category for NLF members, including flights higher than 120 m above ground, FPV flying without a spotter, deviations from the minimum age and models with a take-off mass above 25 kg (Luftfartstilsynet – Vedtak, godkjenning av sikkerhetssystem (Modellflyhåndboka)).
- If you come from an EU country (according to CAA Norway including Iceland, Liechtenstein and Switzerland) and are already registered as a drone operator in an EASA member state, you do not need to register in Norway. You then need a valid EASA certificate for the subcategory and liability insurance (not required for drones under 250 g in the open category). Before flying with a camera or other sensors, you must register the sensor use with the Norwegian National Security Authority (NSM). If you come from any other country, you register in the first country where you plan to fly; for Norway that is flydrone.no, where the A1/A3 course and exam are also available in English (CAA Norway – Visiting Norway (How to fly in the open category)).
- The map of UAS geographical zones at dronesoner.no shows where restrictions apply. Before every flight you should also check ippc.no, where NOTAMs are published, for example on temporary restricted areas (CAA Norway – No-drone zones).
- According to NLF, as a foreign guest at an NLF club or event you need valid third-party liability insurance under Regulation 785/2004, which NLF itself cannot provide. You also need registration as a UAS operator, CE-marked transmitter and receiver equipment and a briefing or supervision by an official on site before flying; for competitions you additionally need a valid FAI sporting licence. For longer stays you can join a club and fly unsupervised under the Model Flying Handbook: with fixed-wing models under 2 kg, drones under 1 kg and helicopters with a rotor diameter under 850 mm, or with a Norwegian model pilot competency certificate class A or B issued by NLF (Norges Luftsportforbund – Visiting Norway with drones or models).

Missing an entry?
Our list for Norway is still incomplete: for 7 of the 15 counties we have not yet found an RC track, for 6 a model flying field, and so far we only list waters in Oslo and Vestfold. Many clubs only publish dates on Facebook, and numerous club websites blocked access. Do you know an active club that is missing here? Write to us via the contact page (in German) – we check the tip on the club’s website and add it to the list.
Frequently asked questions
Where can I find an RC track in Norway?
This page lists 8 verified tracks in 8 counties, with surface, classes and guest driver rules. Where clubs state a price, a driving day costs NOK 50 to NOK 130; payment is often via Vipps.
Can I fly at a Norwegian club field as a visiting model pilot from abroad?
Often yes, as a guest and usually only together with a club member. The clubs on our list require membership of the NLF or an equivalent foreign federation; according to the NLF, as a guest from abroad you also need your own liability insurance under Regulation 785/2004, registration as an operator and a briefing on site.
Do I need to register again in Norway?
No, if you are already registered as an operator in an EASA state. You then need a valid EASA certificate for the relevant subcategory and liability insurance (except under 250 g); if you fly with a camera, you register the sensor use with the NSM beforehand.
How high can I fly in Norway?
In the open category no higher than 120 m above ground and always within visual line of sight. Only NLF members may fly higher, following the rules of the approved model flying handbook. The map on dronesoner.no shows flight restrictions, and the NOTAMs on ippc.no show short-term restricted areas.
Do I need insurance in Norway?
Yes, for drones and model aircraft from 250 g Norway requires liability insurance covering at least 750,000 Special Drawing Rights. Members of the NLF model flying section are insured through the federation; according to the NLF, as a guest from abroad you need your own insurance, which the NLF cannot offer.
