In short

In the Netherlands we have checked 10 RC tracks, 22 model airfields and 8 waters for model boats one by one on the clubs‘ own websites. A guest day ticket costs €10 to €15 at the clubs that state a price. EU rules apply to drones and model aircraft: from 250 g or with a camera, you register as an operator – with the RDW if you live in the Netherlands, otherwise in your country of residence. On club fields with ILT authorisation, the club’s rules apply.

The umbrella organisation for RC car clubs is NOMAC: it covers the members of affiliated clubs with liability insurance and issues the licences for the Dutch championships. Model pilots are organised in the Modelvliegsport department of the KNVvL. A special feature: since June 2024, each model flying club receives its own authorisation from the aviation authority ILT under Art. 16 of the EU regulation – on such club fields you may fly up to 300 m high instead of 120 m.

What are the rules in the Netherlands?

These associations are responsible in the Netherlands:

  • NOMAC – Nederlandse Organisatie Modelauto Clubs (Dutch Organisation of Model Car Clubs): NOMAC (Nederlandse Organisatie Modelauto Clubs – Dutch Organisation of Model Car Clubs) is the umbrella organisation for model car racing in the Netherlands and promotes driving radio-controlled model cars; it refers newcomers to clubs near them. Members of affiliated clubs are automatically NOMAC members and covered by a special third-party liability insurance; NOMAC is affiliated with EFRA and issues driver licences for the Dutch national championships (NK).
  • KNVvL – Koninklijke Nederlandse Vereniging voor Luchtvaart (Royal Netherlands Aeronautical Association), Model Flying Department: KNVvL (Koninklijke Nederlandse Vereniging voor Luchtvaart – Royal Netherlands Aeronautical Association) describes itself as the largest and oldest interest group for air sports enthusiasts in the Netherlands and is affiliated with NOC*NSF and the FAI. Its model flying department (Modelvliegsport) offers proficiency badges and exams, a safety code for club flying (Basis Veiligheidsreglement Modelvliegsport) and third-party liability insurance for members (up to €1 million per occurrence, cover in Europe).

The key points from the law and official pages (retrieved 10/10/2026):

  • In the Netherlands, drones and model aircraft are subject to the EU rules (Implementing Regulation (EU) 2019/947). The aviation authority is the Human Environment and Transport Inspectorate (ILT): the open category requires no permission, but you must register as an operator with the RDW – permission for the specific and certified categories is granted by the ILT (ILT – Flying drones in the Netherlands).
  • If you own a drone with a camera or weighing 250 g or more – or fly such a drone belonging to someone else – you must register as an operator with the RDW; this also applies to toy drones of 250 g or more. The application costs €23, and you display the operator number (without the last three characters) visibly on each of your drones, e.g. as a sticker (RDW – Applying for an operator number).
  • If you live in an EU or EASA state (e.g. Germany), you apply for your operator number in your country of residence, not in the Netherlands. Residents of non-EU/EASA countries register in the first European country where they will fly – if that is the Netherlands, the RDW is responsible (RDW – Applying for an operator number).
  • For drones over 250 g you need a pilot licence (vliegbewijs): after (online) training you take the theory test with a government-designated exam provider and then apply for the licence at the RDW. It covers subcategories A1 and A3, is valid for 5 years, is valid in all EU countries and must be carried when flying; for A2 you additionally need a certificate of competency (Government.nl – How can I get a licence to operate a drone?).
  • In many cases the minimum age for drone pilots is 16 (exceptions apply e.g. to certain C0 and toy drones). If you are under 16, the RDW states you may only fly accompanied by a person over 16 who holds a pilot licence (RDW – Applying for a pilot licence or operator number for a drone).
  • In the open category you must keep your unmanned aircraft – drone or model – below 120 m from the closest point of the earth’s surface; this is laid down in EU Regulation 2019/947, which applies directly in the Netherlands. You can only fly higher in the specific category or under a club permit (Commission Implementing Regulation (EU) 2019/947, Annex Part A, UAS.OPEN.010(2) (EUR-Lex)).
  • According to the RDW, third-party insurance is mandatory for private users only for drones weighing 20 kg or more (based on EU legislation); you must then add the insurance number to your operator details at the RDW. Below that, the RDW strongly recommends insurance against bodily injury and property damage to third parties and advises checking whether your liability insurance covers drone damage (RDW – Insurance and flight permits).
  • According to the ILT, a model aircraft has a total take-off mass of no more than 25 kg, cannot carry a person and is used only for aviation displays, recreation or sport. If you fly it outside a club, the open-category drone rules apply – you need no permit, but you do need a pilot licence (vliegbewijs) and an operator number (Rijksoverheid – Regels voor modelvliegen).
  • Since 12 June 2024, model flying in clubs has been governed by the Regeling modelluchtvaartuigclubs of -verenigingen (regulation on model aircraft clubs and associations): a club can obtain a permit of indefinite duration from the ILT under Article 16 of EU Regulation 2019/947. The permit sets, among other things, distances to residential, commercial, industrial and recreational areas, roads with speed limits of 80 km/h or more and railway lines, the minimum competence and age of pilots, requirements for the models, and rules for flights by non-members (guest pilots) and outside the club’s flying field (Regeling modelluchtvaartuigclubs of -verenigingen (BWBR0049799), Art. 1, 3, 4 – wetten.overheid.nl).
  • If you fly at a club holding such a permit, you may fly up to 300 m above ground or water in class G airspace. Unless the permit provides otherwise, flights over residential, commercial, industrial and recreational areas, motorways and roads with speed limits of 80 km/h or more, railway lines and crowds are prohibited; you must keep the model in sight at all times (or have an observer right next to you) and fly only in daylight (Regeling modelluchtvaartuigclubs of -verenigingen (BWBR0049799), Art. 7–9 – wetten.overheid.nl).
  • Around airports there are control zones (CTR) with additional rules – you usually may not fly an open-category drone there, and the rules around the airports change from 26 November 2026. Before every flight, check the current geographical zones in the official map services GoDrone or Aeret (Government.nl – Where can I fly a drone?).

Missing an entry?

For Friesland, Drenthe, Flevoland, Zeeland and Limburg we have not yet found an RC track with current evidence on the club’s own website, and for Groningen, Friesland, Drenthe, Flevoland, Utrecht and Zeeland no club water either. Several club websites could not be checked. Do you know an active club that is missing here? Write to us via the contact page (in German) – we check the tip on the club’s website and add it to the list.

Frequently asked questions

Where can I find an RC track in the Netherlands?

This page lists 10 verified tracks in 7 provinces, each with surface, classes and guest driver rules. The umbrella organisation is NOMAC; many clubs let guests drive for a day ticket after registering.

As a model pilot from abroad, do I have to register in the Netherlands?

No. If you live in another EU or EASA country, you apply for your operator number in your country of residence and not with the RDW. For drones over 250 g you also need a proof of competency that is valid in all EU countries.

How high may I fly at a Dutch model airfield?

In the open category, no higher than 120 m. On club fields with ILT authorisation under the Regeling modelluchtvaartuigclubs (since 12/06/2024), up to 300 m is permitted in class G airspace, unless the authorisation specifies otherwise.

Can I fly as a guest at a club field?

At many clubs, yes, usually after registering and with proof of liability insurance. Each club authorisation sets its own rules for guest pilots; what the club in question requires is stated in its profile.

Do I need insurance for my drone in the Netherlands?

According to the RDW, liability insurance is only mandatory for private users from 20 kg; below that, the RDW strongly recommends it. As a KNVvL member you are insured through the association for up to €1 million per incident.
